I actually bought these hay bales, to find out how to best make them. Found it's easiest to make a small rectangular block of air dry clay to go in the centre, let it dry then cover it in pva glue and glue on some pets bedding bought from the pet shop. Let that dry then repeat the process until the hay bale reaches the desired size. You can then wrap some fine florists wire or garden twine around to finish it off.
